Assuming you are only using prosilver the template files are located in /styles/prosilver/template/ , you need to purge the cache after editing templates. CSS edits require a refresh on the browser.
There is another option. You can set permissions and edit the template files removing all unnecessary links to profiles, search and anything else like that. Use HTTrack to build static HTML version. The benefit is you no longer need to update phpBB files and there is no need for tables in the database. The downside is it will consume more disk space and you will lose built in search.
