If all you want is to reorder the custom profile fields ... either create the custom profilefields in the correct order,
or ...
reorder those custom profilefields in de database.
table phpbb_profile_fields
The field that determines the sort order = field_order
Disclaimer: not tested but I'm fairly sure you can edit the field_order to your liking.
HOWEVER, as always: backup the database (or at a minimum the profile_fields table) before editing anything so that you can revert the edits if necessary.
