Extensions in Development • Re: [3.3][DEV][b] phpBB 🙂 Reactions

So I went through this morning and disabled all other extensions. Purged the cache. Deleted anything that was not-functioning/outdated. i.e. old extensions no longer supported. Deleted data and then deleted Reactions. Reinstalled. Still left with this, everything is there as in the photos examples provided, EXCEPT the user control panel is still "greyed out" and you can't check or un check the boxes.

Any ideas as to what is going on?
