If you are clicking the name to bring up the user account in the ACP under basic tools you can activate the account and then ban it.
Sort of a sub question, if I ban someone by email and then delete the account is that email still banned? If it is, that solves my problem, I can just ban the email delete the account and I have what Im after.


Correct. I usually only use that for wildcard bans. If I see spammer with odd email domain more often than not there is bunch of them registered with same domain. I'll prune all the accounts and then add the domain as wildcard to the banned emails.

What I do is I have trash that will prune after two years. Spammers or in your case persistent troll has their post(s) moved there. You can do this under basic tools too. Deactivate the account to prevent them from showing up anywhere on the forum like memberlist, birthday list, newest member etc. Ban the account. After that every so often I'll prune accounts with no activity in two years with 0 posts.
