That defeats the purpose of my suggestion. While that is possible, it also makes it possible for Administrators to still gain access to it by editing the settings.Just create a group for FOUNDER and assign the wanted permissions (or user permissions instead of group permissions), and do not give the Administrator group those permissions.
Think of my suggestion as a bunker or a safe house for those that have Founder on the forums. It would allow categories and forums to be made by the Founders for the Founders with tamper protection in place. Literally no one else would be able to gain access to it or alter it in any way, including Administrators.
